That's a fan created level, which repeated itself between zones, and was basically Chemical Plant as far as enemies and the boss went. I'm pretty sure the background was also a modified one from a Batman game. If we had ever got a Genocide City, it probably would have looked like a mix between Chemical Plant, Metropolis and Scrap Brain.

Also, the music in that clip is from the 2-player version of Casino Night Zone, which to me is not befitting of a level called 'Genocide City Zone'. It's catchy, sure, but it's not utterly badass.
